The Salvation Army of Spokane is being considered to operate a proposed new homeless shelter. The City of Spokane submitted the request for proposals in June and carefully evaluated its applicants based on a variety of factors. The location of the proposed shelter is still to be determined, but City officials said they are considering the former Grocery Outlet on E. Sprague.
