Texas Declared Disaster Area

UNDATED  — President Bush is declaring a major disaster in Texas.

The declaration means federal funding will be available for 15 counties hit hard by Hurricane Dolly.

Meanwhile, residents and recovery teams are out across south Texas taking a look at the damage cause by Dolly. Debris litters the area and thousands of customers are without power.

Texas Governor Rick Perry is scheduled to fly over the region this afternoon.

Dolly slammed ashore as a Category 2 hurricane midday yesterday and since then has loitered over deep South Texas as a tropical storm, dumping as much as a foot of rain in places.

Thousands of residents are without power.
