Convicted rapist released to the Spokane area

SPOKANE, Wash. — A convicted rapist was recently released to Spokane.

The Spokane Police Department and Spokane County Sheriff’s Office issued a required release to notify the community that Phillip Carl Kramer is now living in the area.

According to the release, Kramer has been convicted of multiple sex crimes between 1974 and 2013.

In 1974, he was convicted of rape. Four years later, he was convicted of second-degree rape. He was convicted of third-degree statutory rape in 1982.

Several years later, Kramer was charged with second- and third-degree child rape, but was not adjudicated. His most recent conviction was in 2013, when he was convicted of communicating with a minor for immoral purposes.

Police said Kramer is not currently wanted to by law enforcement and the notification is merely to inform the public of his release. Authorities did not say specifically where he was living.
